This printable PDF only poster bundle (ZIP file) is designed to help Texas mental health professionals comply with House Bill 4224, which requires licensees regulated by the Texas Behavioral Health Executive Council (BHEC) to prominently display client rights and complaint resource information in their office and on their website.
 
House Bill 4224 went into effect on September 1, 2025, and requires Texas licensees, pursuant to Texas Health & Safety Code §181.105, to post clear instructions for consumers to:
 
Request their health care records from the licensee
 
Contact the Texas Behavioral Health Executive Council (BHEC)
 
File a consumer complaint with the Office of the Attorney General’s Consumer Protection Division
